Yes. I think this is true too. This is one reason why living along the coasts of California, Oregon, Washington or in Hawaii might be helpful to keep your lungs working right when fires occur.
The winds tend to blow to the East from the coast in California, Oregon and Washington so the smoke doesn't get into your eyes or lungs usually. The problem is when you are downwind of smoke from Any large fires. Even in Malibu when the fires burn from the Ventura Freeway over the coastal range into Malibu from the Santa Ana Winds the people who live in Malibu often during these fires have to go into the ocean and breathe through t-shirts to filter out the smoke particulates so they don't die of smoke inhalation because during a Santa Ana Wind the wind blows from the Deserts out into the ocean from the shore. However, in northern California where I live on the coast the Santa Ana winds are usually less of a problem regarding smoke and fires. But, I believe the Eaton and Pacific Palisades fires were caused in part by extreme Santa Ana winds which made the fires impossible for fire personnel to fight it properly without dying.
