The main problem I could see with this is that in deserts living in a storm drain might be okay even 364 days a year but on that last day you are dead if you don't realize water is coming from as far away as 50 miles away where it is raining. So, even though you might be okay most of the time doing this you are going to die one day because of flash flooding one or more days a year unless you hear a weather report in time and they aren't always accurate. So, it's sort of like playing Russian Roulette with a loaded pistol.
