The Sea Breeze from: National Oceanic and Atmospheric Administration (.gov)

In California the sea breeze is relatively constant from West (off the ocean) to the east. However, this can vary from a wind from the Southwest or the Northwest too coming on shore. So, if you live on the coasts of California, Oregon or Washington you likely almost never have smoke from fires or smog to worry about if you are right along the coast.

When can this change?

Especially in the fall of every year the Santa Ana Winds which come off the inland deserts and blow out to sea. I don't fully understand why this happens but this is when we get our worst fires usually in California because these winds pretty easily can reach 50 to 100 miles per hour especially in gusts and make it impossible for Fire Fighters to fight any fire without dying when embers are moving and starting new fires at 100 mph. This is what happened in the Paradise fire when so many people died for example. The other reason was that there was only one paved road out of Paradise and that was through the fire so many people died then mostly of smoke inhalation and then burning up.
