It's mostly that Saudi Arabia and Iran both want nukes which they both could get secretly from North Korea who sells things like that to other nations for a good price. So, when China helps Saudi Arabia with ballistic missile technology they also are directly or indirectly involved in nuclear proliferation of nukes through North Korea.
Then ballistic missile technology means also more children will die in Yemen from Ballistic Missiles as well.
