I know both things are done worldwide in various ways. I personally like DVDs and DVRs the most over mainframes for a variety of reasons. Why?
Because even if there is a power outage or cable failure in a storm you can still watch a DVD or DVR with a Gas or diesel powered generator and it also gives you more privacy of what you are actually doing. Whereas I could foresee everyone using the same mainframe (or something like this) in a nation and that nations government on a mainframe would have a record of everything you watched on TV or online for all time which is very very creepy to think about. So, one way to have more privacy in what you are doing is to use DVDs or DVRs like a Tivo or a DVR that your cable company provides. OF course this doesn't mean that they couldn't also keep a record of your DVR use as well remotely, it is just a little harder for them than just having all digital videos on one or more mainframes remotely from where you live.
