It means you go out for only things like food and medicine and gas an necessities and don't gather in groups of people anywhere anymore. However, many people likely will be walking on trails and along beaches as along as they don't get too near other people as well. This is why I think it wouldn't work to shelter in place in New York City because most people aren't near places where they can be 1 mile or more away from the nearest person easily like you can in most all Northern California counties. Within 1 mile of where I live I can walk into a forest where lately I see no one there for miles and miles and I can take our puppy which is a blue merle corgi who is now 4 months old and has all her shots so is safe to take into the forest on walks now. The streams are running so it's great too and the spring flowers like Indian Paintbrush and early flowers are starting to come out too and the bracken ferns are all really green and new this time of year too!
But, I can see why in urban areas this could just make people crazy and incite violence if they force people to shelter in place in really small apartments not meant for anything really but sleeping sort of like a closet you sleep in and fix food in only. I heard the governor of New York speak about this today.
