Homes likely will always be at risk for fires unless they are ONLY built with metal and cement and glass and that's all

 And even then, if the fire got inside the house it is still going to burn the furniture.

However, most people cannot afford to build cement and metal houses even though cement is common in warehouses. Most people feel more at home in something built of wood even though if a fire comes their homes or businesses made of wood are always going to burn down if they catch.

Another thing you could build houses with is any type of rocks large or small that also won't catch fire.

For example, my father built us a chimney in Yucca Valley made of White Dolomite quarried from the old mines up the back road to Big Bear which is a dirt road. He built this during the 1970s. However, I'm not sure that old back road is open anymore because the last time I tried to drive from Big Bear down that road to Yucca Valley someone had fenced off the road because it went through their property which was a problem because some of the 4 wheel drive parts of that road made it debatable whether I could make it back up to Big Bear up that road again. However, my son and I finally found a way back up but the regular road would have blown out our rear or front axles even in 4 wheel drive. But, looking carefully we found a way back up because some idiot had shut down the 4 wheel drive road to Yucca Valley from Big Bear. (of course you used to be able to drive from Yucca Valley near Pioneer Town up to Big Bear too (both ways) in the 1960s and 1970s when my father was still alive until 1985.

The white Dolomite had gold veins in it from where he quarried it from just off this 4 wheel drive road and some of the old mines then.
