First of all only 60% of those people whose houses burned down actually had fire insurance at the time of the fires.
Second, if people are not allowed to build any way they want to most of those 60% won't have rebuilt houses either. Yes. There might be really rich people who can afford to rebuild their houses more fireproof but I bet that these are only about 10% of the people who actually have insurance.
So, if you force people to rebuild with more fireproof houses this would only mean that about 10% of the 60% who actually have fire insurance could afford to rebuild at all.
So, if I take 10% of the 60% of the people who actually have fire insurance this means that only 6% of the total of the people could actually afford to build in a more fireproof way.
So, if you actually want to rebuild those areas so they don't become ghost towns like Paradise and Lahaina have become over time then you have to let people rebuild any way they can (including rebuilding their homes themselves while they live in the driveway in their Motor Home or Trailer.
