Machine Language: Binary is the language that computers directly understand and process.

So, when you hear the word "MACHINE LANGUAGE" they are talking or writing about zeros and 1s only which is the only real language computers know. They don't really know any other language.

However, if programs are written just in machine language and not in other computer languages then these can be a threat to everyone on earth. Why?

Because no human can really think in Machine language because it is all zeros and ones. Here is the problem. This is the word "HELLO" in machine language: "

01001000 01100101 01101100 01101100 01101111 00100001

Those ones and zeros might not look like anything to you, but in binary code the numbers are actually saying “Hello!” Any code that uses just two symbols to represent information is considered binary code.

So, you can see how impossible for people to really understand anything in machine language really is if things are actually written in machine language with no other language overlays.
 
How would anyone understand what is happening?
 
However, it is also possible to design a computer language to catch these problems that could be caused by foreign adversaries or criminals around the world. I'm not sure exactly how one would do this but I know it can or will be done somehow. 
 
For example, you could ask an AI to design such a language to ferret out problems with adversary nations and with criminals worldwide.
