So, if you take the whole thing at one it sort of means "The rules of transferring information around the world. It's the laws or rules for doing this seemlessly through various networks languages and devices.
So, this has to be backwards compatible too so maybe the earlier computers from the 1990s and earlier still function online in this context?
However, as time goes on all this changes too so you never know when previous devices are not going to work well anymore online and you might have to either update your software or get a new device with new software to function.
For example, I am still using a lot my Macbook pro 15 inche screen that I bought around 2015 but I also recently in the last few years also bought a Macbook Air 15 inch screen as well. It is much lighter in weight and easier to handle but often I like the 2015 model because it can do things I can no longer do on the AIR.
As time progresses people are shut out more and more at least on a technical level of what those devices do. It's about making people dumber and dumber and less capable of protecting themselves from harm done to them online.
All technically savvy people know this.
It's mostly about money and power in regard to everything to do with online computing.
