Because if you are trapped in your home if you have an axe you can often get up onto your roof through the hole you make with your axe as long as you don't cut any of the main roof rafters and only the 1 by 5 or 6 inch boards or only the plywood and not the main roof rafters. Then you can be safe and hopefully survive if your home doesn't wash down stream. and even then if you grab a branch on a large tree you might survive this too from the roof of your home if the tree is big enough to survive the flooding. And even if the tree goes down in the flooding you might find another tree still standing to grab a hold of and climb up it. "ANY PORT IN A STORM!"
