Mostly because we have this attitude of putting an animal out of it's misery by shooting it if it is in serious pain and cannot be healed easily or at all. (or just having it put to sleep at a vets).
But, in other countries often it is not like this at all. The most interesting dog I met and even fed sometimes was a dog whose two back legs didn't work so if you can imagine this dog got up on it's two front legs in Rewalsar, India then in early 1986 and pulled it's hindquarters by dragging them with it's two front legs that worked. For a variety of reasons you wouldn't see this sort of thing in America now likely at all.
However, also this was 1986 and things might have changed a lot in India since then.
But, at that time you could see lepers without noses often in the country and you sometimes would see bodies mostly of homeless beggers dead on the streets in towns and in the country. So, it wasn't just dogs having a difficult time there were many beggers and there have been for thousands of years like this.
So, when I was there it was perfectly normal to see dead people unattended on the streets who were beggers who never lived in a house likely their whole lives from birth to death and lived and died on the streets or out in the country somewhere.
But, the most amazing thing I think I saw was this dog on two front legs who people often fed like beggers are often fed by myself and anyone else who cared. However, there wasn't really anything I could do because I was just traveling there and often one does not want to interfere much with what locals do for a variety of reasons.
"When in Rome do as the Romans do" if you want to survive being where you are.
