Because it only really takes one diver with a rebreather and something electric to ride on to a tanker to attach a mine or mines to that Oil tanker and sink it which would be not only unfortunate but also an ecological Disaster for that area too that the area might never recover from.
So, it's not just blowing up Iranian boats, you would have to rule out suicide Scuba Divers that are Iranian zealots driving miles underwater using re-breathers on underwater vehicles of various kinds so no bubbles would show at all for people to see on the surface. You might or might not even be able to hear them effectively with sonar.
This is why I think the U.S. or France or any other nation cannot realistically protect Oil Tankers in the Straight of Hormuz because of all these unknown and unpredictable variables.
Besides, what if a nuclear powered ship guarding these tankers was sunk and that too would be an ecological disaster mostly permanent there for maybe 1000 years.
This is a really crazy situation which is why I think Trump will have to stop his part of the war soon. I have no idea what Israel will do though.
HOWEVER: It's possible that there are new technologies that I don't know about that might allow the safe passage of oil tankers through the Straight of Hormuz. But, I doubt it.
