WASHINGTON (Reuters) - Secretary of State John Kerry expressed U.S. concern in a telephone call on Saturday with his Russian counterpart over reports of Russia's enhanced military build-up in Syria, the State Department said.
"The secretary made clear that if such reports were accurate, these actions could further escalate the conflict, lead to greater loss of innocent life, increase refugee flows and risk confrontation with the anti-ISIL coalition operating in Syria," the department said, using an acronym for Islamic State.
Kerry and Russian Foreign Minister Sergei Lavrov agreed that discussions on the Syrian conflict would continue in New York later this month, the department said.

There is what goes on in public in regard to governments and also what goes on in secret in regards to governments. And, NATO and the U.S. would rather see Assad in power there in Syria than see ISIS in charge of Syria there. This is the reality on the ground even though this wouldn't likely be talked about publicly for 100 or more different reasons by any of these governments.
