The main reason is that the past, the present and the future is constantly changing. Nothing stays static in the past, present or future because someone is always changing time. So, because of this there are present protectors of time, past protectors of time and future protectors of time.
And like History (His Story) History is only kept intact by countries who are capable of protecting time in the past present and future. This includes all civilizations from now on by the way.
So, even though governments will go way way out of your way to try to make you believe time travel doesn't exist, if you are intelligent and logical you know they are lying to you.
This is one of the reasons MIT had a party for time travelers sometime since 2001.
Because here is the logic and the logic is perfect:
"If time travel can be invented it was invented already in this galaxy or another and predated humans here on earth."
Therefore if time travel can be invented it already exists and likely existed before earth or the solar system was even formed.
