The likely answer is "Yes"
if people are being honest about it.
However, then there are places like China where even if a too big to fail bank actually collapsed no one would find out about it and anyone who tried to talk about it would suddenly disappear.
Is this the future of "Too big to fail banks"?
where governments hide the financial truths from people all over the world?
Answer: Likely it would be the only way to prevent the financial collapse of all nations on earth.
I know this is a strange answer but unfortunately either you break up all the "too big to fail banking systems on earth" or you have to lie to all the people on earth to avoid something much worse than the Great Depression worldwide eventually.
Otherwise when a too big to fail banking system collapses it would be the end of civilization (at least in being how we know it to be today).
