So, the Galactic time guard retroactively prevents the birth of the offending being that would be like a Thanos in Endgame.
It might take hundreds or even thousands of years before the galaxy does something like this, however. Because they have to work through the multiple timelines to see what is going to happen first. Powerful beings often create not only bad but also good things. So, the galaxy would see what good things they would learn from such a being before they permanently ended the birth of such a being.
