"Witnessing" just means you are telling people about your experiences with God for God's own purposes which brings God's Grace into their lives too.
Some people would rather not share their experiences with God. But, I share what God and angels ask me to share about my experiences with God.
So, in some ways it is up to each one of us. But, if you are strong in the Holy Spirit from years of experiences with God and angels, sometimes this can be very helpful to people trying to stay alive anyway that they can.
