Though this can be different slightly in each state, generally speaking what this means is only specific businesses can be open and only for people to go out for essentials or go for a walk or run or bicycle to get exercise. This is basically generally what this means across the U.S. with slight differences in every state.
For example, California has closed all the State parks to prevent people from gathering in larger groups and from interacting too close to each other. All funerals, weddings and gatherings of any size have been cancelled in these states too.
