Why?
Because of high and low fog and drizzle from the ocean which often leaves plants and roads and decks wet in the mornings even during the summers. So, Shrubs and plants don't dry out so much and then they also get moisture some during the evenings and nights until the mornings too.
However, if you live or work more than 10 or 20 miles inland many places (that aren't deserts already) (remember California is up to 1/2 desert especially in Southern California by the way). And Nevada and Arizona and New Mexico are mostly deserts too even if they are higher altitude deserts in many cases.
Because for example, Flagstaff is around 7000 feet elevation and so is Santa Fe over 7000 feet elevation and Taos is around 6900 feet and ski areas around New Mexico are often 9000 to 10,000 feet in elevation too.Even Sedona Arizona is 4300 feet in elevation.
So, if you live inland more than 10 or 20 miles inland all the way to Denver, Colorado we are all in drought.
Seattle might be okay water wise and I think the Columbia river is still okay but I also know that Portland when I was up there in April got the least rain it ever had this April 2021. So, Oregon is in the Drought too.
However, water in the Willamette River which flows north and up through Portland Oregon might be low this year because of the relative drought there too. Since this river flows into the Columbia before it reaches the ocean this might reduce the size of the Columbia River from Portland to the ocean.
