It's sort of like a DBA (doing business add in a newspaper), the Galactic Government prefers the truth be there somewhere in some form which sort of acts like a DBA add people put into newspapers to legally notify people in general of a new business starting up. It's a galactic legal thing so at least there is one place that people can find out the truth about how the galaxy actually works.
