You cannot farm or raise cattle, sheep or goats with only 5% or less of your normal water this summer and fall

So, if you are a farmer or cattle rancher or sheep rancher or goat rancher or chicken or pig rancher or turkey rancher anywhere in the western U.S. to the west of the Rockies especially you might be put out of business or go bankrupt this summer and fall unless you can rent or lease land somewhere there is water east of Colorado somewhere or even up in Canada or Mexico maybe too wherever there is enough water to farm or keep your livestock alive. If you have fruit trees or nut trees or olive trees and aren't allocated enough water you might have to let them die this summer and fall too.

And this isn't just for California because this drought is hitting Oregon, Nevada, Arizona, Utah, Montana, Wyoming and Colorado and all or parts of other states as well. The Colorado River is likely at it's lowest level (or will be soon by August to October) that it has ever been in recorded history this summer and fall of 2021.

However, it is possible one might break even with livestock by simply hauling water from some place that has it but I don't think this will work enough for Fruit or nut or olive growers but maybe livestock might be saved by hauling water if it can be done cheap enough to break even this year. But, there is still no guarantee that it won't be drought next year or the year after either.

But, the very worst economic hardship will not be farmers or ranchers but poor people all over the world as meat and vegetables and fruit and olives and nuts skyrocket in price because of all this, this year and possibly the next few years as well. Because there is no guarantee that this drought will end soon or well either.
