However, the U.S. government likely won't like this solution but it might be the only one that will protect us from the Chinese.
The solution that would actually work is end to end encryption between all Cell phones in the U.S. and Europe.
BUT, this would mean that NO one could decipher what was being said on any telephone calls other than those talking to each other.
But, this would save billions and billions of dollars in trying to fix the operating systems and hardware and data retrieval systems all over the U.S. and Europe.
But, the CIA and NSA and FBI would be really pissed because they would be cut off too from understanding the communications between any two cell phones in the U.S. or Europe.
In other words each cell phone has it's own individual encryption model and the one it is talking to has it's own encryption model too. Anyone listening in wouldn't be able to understand ANYTHING being said or texted sort of like the way Whats APP and Signal and Texting already are in the U.S.
End to end encryption would solve the problem at a nominal cost to the consumer in extra technology built into all smartphones sold from now on.
