Why is this true? Because there is a Black market for oil no matter what the U.S. does that is healthy in this region of the world like many 3rd world nations. The Governments of Europe and the U.S. are not a part of the Black markets in these countries for oil. The are under the table operations often.
I have no idea whether this is through ships or Tanker Trucks but likely through Tanker trucks going in all directions from Iran.
