Conceptually it is breathtaking. But, understanding it for most people I think is sort of like showing the first Apple Computer or IBM XT to someone who doesn't understand computers at all.
So, the easiest way for me to explain the Dutch Windmill concept would be that they are going to use a known technology regarding electricity and combine it with wind blowing a specifically charged set of water particles against an opposite pole (likely metal object) thereby creating electricity with only pumping charged particles upward and then letting them drop in the wind and be blown against an opposite charged surface. This then might generate enough power for a whole city.
Then they are combining this with something that is interesting looking as an icon for their country and city (cities).
If this is successful you might see similar technologies generating power in many cities around the world.
I agree with developing this kind of technology because using propellers to generate electricity always seemed to me to be sort of short sighted. I always thought using much more surface area could harness much more of the wind as in a rotating object in horizontal rotation the size of a house or bigger.
So, by creating something this large that also would be beautiful and an art object where people could potentially actually live if they wanted to might be a part of this change to these newer types of generating technologies worldwide that I also envision.
