Metacognition
is "cognition about cognition", or "knowing about knowing". It comes
from the root word "meta", meaning beyond. It can take many forms; it
includes knowledge about when and how to use particular strategies for
learning or for problem solving.
If I'm understanding all this correctly regarding the definition the concept of critical thinking that people often learn while in Private High Schools or College would be necessary. One would have to empower themselves or be empowered by others to reach this state. So, when someone said, "Jump!" you wouldn't necessarily do it. You might just ask "Why?" instead because you are not a trained seal or lion or dog.
So, being a metacognitive requires empowerment by self or others. It requires the ability to understand WHY you think the way you do. It requires asking a whole lot of questions about not only your own life but all the lives around you, and beginning to take responsibility for your life and sometimes for others too. "Knowing about knowing" requires introspection and observation of both yourself and all around you.
If you are going to be a leader of yourself, your family or a business to be successful you would have to get to a metacognitive level of awareness.
