In other words all the problems of Global Warming could be addressed by technology with Artificial intelligence combined with various technologies of redoing air, land and sea.
However, the real problem would be getting all nations to agree to any changes at all because a change one place that might be good for one nation might not be good for another nation downwind or downriver.
So, getting agreements between areas and nations of how to change things likely would be the biggest problem of re-terraforming earth in various ways.
