Why?
Because often the carriers won't even get the virus and are just carriers. And they wouldn't even know they are carriers because likely they were exposed or someone else was exposed and was a carrier without getting sick before them. Since this virus is airborne it can now show up anywhere anytime with no way to track it at all at this point and it likely will continue like this worldwide from now on with many people over 50 (the 2%) of the total getting it dying who have compromised immune systems from being sick with AIDS or with other immune problems or just aging and the immune deficiencies that often occur with aging.
