At that time I think Eisenhower was worried people couldn't escape their cities getting nuked by the Soviet Union and so I believe one of the provisions was to make more large freeways for places like Los Angeles and other cities around the country so people could escape before they all melted then in the 1950s. I was a child then in the 1950s because I was 12 in 1960 and so around then they made us get under our desks periodically (like once a month to prepare for pieces of glass blowing through our school rooms from nuclear weapons and the roofs collapsing and often girls would cry when we had to go through all this climbing under our desks and boys would make gallows jokes like: "Bend over and kiss your ass goodbye!" Because Americans are always known (especially American soldiers) for their gallows humor which is one reason why Americans always won wars.
But now, we have just passed the 2nd Infrastructure Bill in the last 100 years time. This is a good thing.
I would have told you a few years ago that we would fix the gas mains so houses didn't blow up but that's not going to happen because instead we are moving towards making natural Gas illegal as well as anything that contains Methane which is 84% more dangerous than CO2 in what it does to the atmosphere. Of course the worst problem is global warming melting the tundra and northern Ice and releasing methane from under the tundra from dead animals and plants from thousands of years ago. Even people smoking cigarettes on the tundra are dying when they reach a methane pocket that releases so they blow up when smoking cigarettes sometimes because so much methane is now being released. There doesn't seem to be a solution to this problem now, however.
But, one way is to reduce cattle and other animals who produce methane like Pigs and cattle worldwide in herds and another way is to make natural gas illegal over time as well.
The Infrastructure Bill will also fix roads and bridges in a serious way that bridges especially haven't been fixed since the 1950s. So, sometimes bridges have collapsed across the U.S. while people were driving on them caused by them rusting away while people died driving on them.
So, replacing rusted out bridges likely will save many lives even though likely many many more people will die from their homes and businesses blowing up if they don't convert over from gas now because Gas mains likely will not be repaired and many are now 50 to 75 years old.
When this happened near San Francisco I watched this destroy a neighborhood and reduce it to ashes on TV from where I live in Northern California. I also know two people who died in their home in Boonesville, North Carolina from a gas explosion that killed the man and his wife within the last few years. They were able to shut off the electricity but then their automatic electrical generator came on and this killed them both when the house blew up from electrical ignition from the generator caught the gas on fire. There had been a mud slide and gas was leaking from the mud slide caused by rain.
