By the Galaxy we humans are viewed by them as being sort of like educated Deer who are at least 1/2 biologically native to Earth. The humanoids from Maldek and Mars first came here after they killed the dinosaurs that would have killed and eaten them or stepped on them 65 million years ago when Maldek (which is now the Asteroid Belt Blew up from nukes). Mars' atmosphere got blown off then too along with a lot of the water of mars from pieces of maldek hitting Mars after Maldek Exploded in all directions sending asteroids everywhere in the Solar system and beyond the solar system.
What the Galaxy wants is for human not to completely go extinct because we are at least 1/2 genetically Earth based and earth evolved (even though we are genetically half (at least) humanoids from Maldek and Mars who likely colonized the Solar System from other solar systems in the Galaxy.
So, the Galaxy wants to keep Earth a Galactic National Park with all species still alive native to earth.
However, this likely means only about 1 billion humans will still be alive in 2100 AD if that.
I think around 1 billion humans is the maximum that can live on the surface of the planet for thousands of years. For example, our first billion we hit in the 1800s. So, there have only been maybe less than 200 years of over 1 billion people on earth (which is the most the surface of the earth can sustain).
It's true that we might sustain 14 or 15 billion human beings if we ALL lived underground and used the surface ONLY for recreation and farming and traveling and that's all.
However, getting everyone to do this with out millions or billions being killed in the process is likely unrealistic.
Even living underground we likely would have to tear down all cities and edifices above ground to make all this work too to feed and recreate everyone alive at 15 billion people living underground.
This is why i don't think this is ever going to happen so we are being reduced to 1 billion right now by global climate change and Covid is a part of what happens during global Climate change which is caused by too many plants and animals going extinct at the same time and creating instabilities to the ecosystem.
