This is often true. Why?
Because you need special supports for Solar Arrays so Wind storms cannot blow it loose from your home or business.
So, if they cannot reinforce the Solar Array panels with your present roof they might have to(in order to prevent your roof from leaking, change your roof to a new roof and in the process reinforce your roof so it doesn't leak when the Solar Arrays are installed later.
