If you remember him being mayor of San Francisco and how homelessness has trashed San Francisco from literally every state turfing their homeless to San Francisco because of relatively good social welfare programs in CAlifornia and San Francisco like Medi-Cal and things like this, it has really trashed San Francisco a lot over the years. So, he has dealt with this as Mayor and now as Governor to the point where all the rich people in California (and there are a lot of these) are tired of Homeless people bringing down the value of their properties by their drug use and other problems.
I don't know really how to solve the homeless problem and because of Global Climate change and Covid and mass migrations of people trying to survive all over the planet it likely will get 10 times worse over the next 50 years. So, whether this is a solution of taking down homeless encampments or just a band aid kind of solution to a really oppressing problem of mankind now I don't know.
This likely will cause many homeless people to either move further out into the woods or move to another state or even die. So, this solution is not really for the homeless but for everyone else who can't deal with this problem anymore where they live.
Homeless encampments always bring up the crime rate because people can be criminals and hide in homeless encampments who are wanted by the law all over the world too. and these people often have no ID cards like driver's licenses or Passports so this is a problem for law enforcement too. How do you solve an ever growing problem like this? Hard to say.
