I think she is being asked to speak in case Trump is actually assassinated Soon so she could be the nominee in an emergency if Trump is actually assassinated.
However, as a precognitive intuitive when I look down a timeline without Trump or Biden (easily could happen now by the way) I see Kamala Harris becoming our next president for a variety of reasons because Harris is more qualified after being an Attorney General of California and a U.S. Senator from California as well as Vice President of the United States. She already knows how to deal with all the foreign dignitaries as taught by Biden.
