I looked at the Low Temperature for Monday in Washington DC which is 10 degrees Fahrenheit with a wind chill that might take it below zero. You don't want to be killing your attendees making them wait through hours with a wind chill potentially below zero from around the world. I think Reagan was the last one to become president in the rotunda after he was shot. In the beginning of his 2nd term after being shot in 1981 he was inaugurated in the Capitol Rotunda too.
