It's because all the chaos has caused trees and rocks to come down the steep banks of the river and create dams of water so this water including monsoon rains is creating another disaster in the future. Though I suppose people could go to these dams and try to release the water more slowly in some way this might not work either because of hundreds of trees and rocks there too and just trying to do this without heavy earth movers might not be wise either. And also, these earth movers are likely trying to find people and open roads and it might not be possible to actually drive these earth movers into this area because of the type of clay and mud everywhere now that is so mucky that people often cannot even walk through it without falling down or losing their shoes or boots in the muck.
So, unless a helicopter actually could pick up an earth mover of some sort and drop it at the natural accidental dam created by this mess I'm not sure it would make much difference. also, trying to remove this natural dam might be fatal for the driver of this earth mover too as it suddenly released with the earth mover washing down with the driver to Gyirong Port and other villages as well too.
Though another idea would be explosives to blow up these natural dams causing the danger. But, this also could be a problem because of the steepness of the Himalayan mountains compared to almost any other mountain range on earth. So, the explosions could bring rocks and mud and possibly trees down off these very steep slopes too. So, I'm not really sure if there is a workable solution without more people dying trying to fix all this in some more useful way.
