California is likely more aware of the need for Hybrids than most others because we pay such very high prices for gasoline because we have special mixtures that cost more to reduce smog and also we tax Gasoline to keep the roads up and other things as well here. So, prices above 4 dollars a gallon are pretty normal in this state.
As a result we also have about 10% of all new cars being hybrids of all kinds. For example, my God daughter and her husband each have a Toyota Prius (she just bought a new one), my cousin's wife has a Lexus Hybrid and my cousin is buying one of the new Teslas a high end family car to drive to work and back (all electric with a 200 to 300 mile range).
Also, people here in California also are using Solar Power for their homes because of the weather too a lot and wherever legal: wind power where there is enough wind. Also, people can sell whatever power they don't need back to the power grid and some have zero electric bills or actually get paid money back from utility companies as a result for the power they generate.
The highest users and buyers of Hybrids in the U.S. are the San Francisco Bay Area and Monterey and Los Angeles, Eugene Oregon, and Portland Oregon and I believe Seattle. So, especially all the coastal towns on the West Coast of the U.S. are buying hybrids (especially Toyota Priuses and Volts and others) like hot cakes. This helps to drop the price of gasoline in California, Oregon and Washington and in all the other states because of the law of supply and demand.
