I was watching something called, " America's Book of Secrets" Season 3 episode 10 and they were talking about "America's Doomsday Plan" and speaking about how 40% of the job of the director of FEMA is actually secret. He also mentioned that if chain of command is lost with the President and members of Congress in that chain of command that FEMA is prepared to take over the reigns of government in the U.S. until ordered is restored which I found interesting.
