The unfortunate answer likely is: IT could, even though not very likely.
Here is one logical scenario:
One or more Boko Haram or other ISIS type suicide terrorists decide to infect themselves in order to destabilize Northern African Governments. The Ebola then spreads to multiple locations like it has to 60 places so far or more. People running to escape the virus to places like Libya or Egypt (which because of their own governmental instabilities because of Militias and the Muslim Brotherhood Underground in Egypt are hard pressed to isolate all Ebola victims. Then a Sunni fighter deciding to fight in the Iraq and Syria conflict on the side of ISIS is accidentally infected and brings the virus to Iraq and Syria noticing he has flu like symptoms (this is how Ebola Symptoms start). This is one of the many ways this could become (though very unlikely) a more terrifying pandemic that spreads to other areas besides Western Africa.
