Who might try to weaponize a pandemic?

If we are talking about Ebola in Africa the person likely to do this would be a member of Boko Haram, ISIL or Al Qaeda or other types of people who think like this in AFrica and the Middle East.

However, if we were looking for a person in the U.S. regarding the Pneumonic plague here this individual looks solitary and terrified of changing dynamics among potential voters. This would automatically be someone to the right of Attila the Hun and terrified of the possibility of having a Democratic President elected nationally the rest of this century because of present voting dynamics and the fact that White Republicans are dying much faster than they are being replaced, simply because young people (at least until they are 30 to 35 tend to vote Democratic or even Liberal through their college years and into their child bearing years.

So, someone might think  like this that a pandemic would kill more democratic voters than Republican voters because more Republicans have good health care than Democrats of all ethnicities
and races. So, a pandemic would be something an extreme thinking rightest thinker might do solo.

It would be likely someone like Timothy McVeigh who blew up the Federal Building in Oklahoma who might do something like this like he did in revenge for what happened at Waco:
