This is a very long and fact filled article by Wikipedia with diagrams and is useful in understanding how many countries on earth have desalinization stations already in place in various places around the world. It also explains how water can be converted usefully.
It is also possible to create potable water like clouds do when water evaporates out of the ocean into clouds. So, even though you could create a place made of plastic or glass to do this it would be a very slow process and possibly not cost effective to use solar only for doing this. However, parabolic mirrors concentrating sunlight onto seawater in sunny areas might work over time too. However, to protect sea life from injury or death you likely would need screens to keep most life out of this quick evaporation area.
