Why wasn't there a major city between Fairbanks and San Diego in Cabrillo's time?

When the first Spanish and English Explorers visited the California coast why wasn't there a Beijing, Seoul, Tokyo or even Honolulu there?

As I study more about floods and droughts the answer might be: "If there was something like this somewhere between Fairbanks and San Diego on the Pacific coast it would have been either washed away in floods or droughted away by mega-droughts in the last several thousand years here on the Western coast of the United States.

Hopefully, with enough technology we will find ways to at least rescue people from extreme floods and droughts in the near or far future.
