Possibly if you had to get a license to have a child then anyone who accidentally got pregnant would be fined or put in jail?
People would be born without the capacity to impregnate or to be impregnated by genetic design and only if they obtained what was necessary genetically could they conceive.
Birth control would not be optional but legally required unless you had a license to have a child.
To get a license to have a child you would have to prove you could support this child with at least 5 to 10 years of work experience or enough wealth to sustain you through the life of the child to age 21.
But, licensing people to have children does make a lot of sense worldwide as long as this system couldn't be corrupted by people.
And this would be the hard part of trying to prevent corruption in the licensing process.
