This might be a response to what happened in Nice. IT is much more horrific for the world that this was done even than 9-11 in the sense that this many people could be killed with no bombs only a rifle and a truck and that it could not be stopped for over a mile of killing people ongoing.
So, a logical response would be not allowing large trucks to be near large gatherings of people without a police escort or a policeman riding on board as shotgun or passenger.
