As I've stated before almost everyone in developed nations has a car or a truck or their business has one that someone could steal and use the way it was done in Nice, France. So Yes, this is a worldwide vulnerability not just in France or Europe.

Using a vehicle as a weapon to kill civilians poses monstrous problems for authorities focused on preventing acts of terror, experts say.
"This is a classic example of terrorists exploiting a vulnerability inherent in modern society," said Brian Michael Jenkins, a security expert and senior advisor to the president of the Rand Corp.
“You don't have to acquire an arsenal of weapons. You don't have to build an explosive. All you have to do is drive ... On the security side, the question is, 'What the hell do we do with that?'”

"Terrorists overseas have suggested conducting vehicle ramming attacks-using modified or unmodified vehicles-against crowds, buildings, and other vehicles," the U.S. Department of Homeland Security said in a Dec. 2010 bulletin.
"Such attacks could be used to target locations where large numbers of people congregate, including sporting events, entertainment venues, or shopping centers."

The tactic has been used to lethal effect in Israel in recent months.
Since October, Palestinian terrorists have used vehicles in a string of attacks that have killed at least 34 Israelis, two Americans, an Eritrean and a Sudanese national, according to the Times of Israel.
Two Islamic extremists slammed their car into British soldier Lee Rigby on a London street in May 2013 before attempting to behead him in broad daylight.
