Because regarding election fraud you must have evidence, physical evidence of wrongdoing. If you don't have that you have no case and it's just thrown out right then. Regarding suing people in regular civil suits it's completely different and Trump didn't understand that which is why he is being shot down in flames every time by trying to do this during and after an election. This is why he simply cannot win these suits at all because they all will just be thrown out by the courts one by one because there is simply no physical evidence of wrongdoing at all.
