Here' s the thing. You could easily (like the Chinese, Americans, Russians or whoever, have a huge ship full of whatever you wanted to inject into the atmosphere. You could have a whole Aircraft Carrier or Supertanker full of the stuff then you would have a line or tube of plastic 1/4 inch in diameter of this going up to near the balloon and injecting this in the air 24 hours a day for a year or more anywhere out to sea away from land on earth. And this is what I believe is actually happening various places on earth right now. If you asked them what they were doing they might say, "OH. It's a weather balloon!" which is reminiscent of what they said about Roswell too in 1947?
