When Moksha becomes a Oneness on New Deva why doesn't that end the agreement with the Galaxy?

Note: However, if you are going to read this explanation it might contains spoilers of what is going on regarding  Moksha within this writing.

 Because Green Delta 7 is a representative of the Galaxy the agreement between Arcane as a representative of the Galaxy and the new King Plebant is considered to be still under King Moksha who is now the Oneness of New Deva. Young Arcane since he is married now to Ah Ray In and since Onenesses might have consorts but usually don't marry caused Young Arcane to keep the role of Oracle of New Deva but to give up  permanently his title also as the Oneness of New Deva and Moksha replaced Young Arcane as His Oneness of New Deva. So, from the Galaxies point of view Moksha is still King of the Space Marauders for all intents and purposes and his regent is King Plebant of the Space marauders. So, Green Delta 7 is the key to the agreement with the marauders being in effect with the Galaxy because she will be with King Plebant as his bodyguard ongoing and as his advisor on behalf of the galaxy. He understands this arrangement and because he likely cannot be killed in a dispute because of this he accepts this situation as a good one so he can stay alive to remain King of the marauders.
