Because there is a basic non-interference policy regarding planets like Earth. The Governments of earth do not want the Galactic Government and other Galaxy governments known about YET.
So, until enough or all governments on earth want direct contact with the Galactic Government and other governments here in the Galaxy known about it is going to take the form it is in now.
