The problem shows up in Los Angeles Fires too where EVs like Teslas and others catch on fire that they cannot be put out with water. Los Angeles Fire department says even a swimming pools worth of water will not put out a lithium Battery in an EV. So, the Lithium storage facility in Moss Landing the fumes are toxic and look like they are getting worse and people are getting sick from these poisonous fumes going everywhere. This is why they have declared an emergency.
