This is possibly why there is such a large underground Aquifer near Palm Springs and why you see water in things like artificial waterfalls often there. So, the rain from thousands and thousands of years has slowly drained down through the soils into the aquifer which allows the Palm Springs area to have water even though they often have temperatures between 100 and 125 degrees in August every year. So, the water since it drained down into the aquifer wouldn't evaporate into clouds or go to the ocean once it goes about 1 foot or more deep into the ground through the sandy soil there. 

When a lake can't drain to anyplace else it goes into the soil and dries up often becoming a Dry lake or like the Salt Flats in Utah.
